I think the whole thing is like monitoring your health during response to various technology as we see techs like apple heart beat monitor and others..best to start there and then build up gradually.Building staffing and a whole lot of organization is actually big..best case scenario is begin small and grow big..start with tech..when you see response go see doctors..who use EHF record your stats and then build up...

At present, there are many instruments for measuring the state of the body and deviating it from the norm. I think we need to connect existing devices and platform.
