I can say that being late is relative because as it differs with you so with another person also. I'd say the minimum to see any significant results would be 5 to 6 figures USD 'invested.'   Other than those amounts or higher, you'll probably just get shaken out by the market at the next dips.

Bitcoin price now are getting higher again and I hear from experts from speculating Bitcoin price that at the end of the year Bitcoin Price may go up to 30K.
We really don't know what will be the Bitcoin price in the future, all we have to do is wait to know what will happen. But still its on you to decide if whether you invest in Bitcoin or find other Altcoin and wait until Bitcoin price goes dip again.

After a slow pump of bitcoin in the past days no its back to $9k level and I think if you really want to own some of it better to start investing now.
