If you mean that your English is bad and you need to brush it up then find a tutor and start learning.
If you have a problem leading a conversation in your mother language then you should widen your vocabulary by reading books, magazines etc.

The secret to confidence is practice. Just practice speaking to a lot of people and try to express yourself. Be honest and be natural. Talk based on how you feel, what you honestly think and stop giving a shit about what other people think. I hope you get great in socializing soon
