It is hard to determine a scam ICO,they are a deceiving projects they look like real.Maybe you can consider the managers are reachable and manage by a high rank manager and members are real.

Go to their website, read their whitepaper, see what their vision is for the coin and the project that they are creating. If it seems off like the team are not really doing a good job then it is usually a scam. You might want to look up the profiles of their team of developers

It's not an easy thing to spot a scam especially at the ICO stage, almost all projects  look good and promising at this stage,no one. Can really tell which is good and which one is not,but there are some pointers to watch. Check on the token distribution sometimes scammers tend to over allocate tokens for themselves, e weary of such projects

The best way to know scam ico is to make research in any coin you want to invest into, seek opinion of people in the crypto community. Mostly scam ico makes use of fake team, hide most information from the users, offers huge bonus etc.

Unfortunately, it can be easy for people to make a scam site look real. Read the whitepaper, check LinkedIn or other sites to verify that the owners and dev team are legitimate, verify information matches other information on the internet. Simple internet searches can go a long way in verifying the legitimacy of a company and the team involved.

Additionally, check where they are located and answers to FAQs if provided by the company. They should be striving to be as transparent as possible.

ICO coins will give you more benefits than the coins on exchanges as it already get their value high but there is a need to know that how to recognize a legit ICO and how to know a scam ICO. There are many options which will let you know that which ICO is a scam ICO and which ICO is legit. For example look at the team members and if the team members are legit and they are really related to that activity then it is ok. Other thing to note is that if the project they are promising is the copy paste of other or it is a unique idea which is possible by the planning which the project is claiming.

You can not check it. Even a project with very good reviews can be a scam. It may not happen at once. Once and for all buy and watch the market.

Scams are everywhere! Do your research. ICO tokens seem totally useless and valueless; the 12 pages of the white paper are extremely vague and have not any real technical details.

To Known a SCAM ICOs you will need research more about that ICO you join.
example : Read and understand Whitepaper, Look the team and profile, and make a speculation "are the projects will reach hardcap ? or just softcap ?.

You have to research extensively the project before investment. Read whitepaper, examine social media accounts and project team. Also team members are one of the most important stuff for project. Research their past works, linkedin accounts, attended events etc...

Don't forget. If it's too good to be true it probably isn't.

Personally, I first look at the project team.
1) it is desirable that the team was not Russian (they have a lot of scum)
2) be sure to check their profiles in linkedin
3) 3) it is desirable that there would be people in the project team who previously participated in the successful project. Grin

There is no accurate way on how to spot a scam ICO, but better review the team behind it. If you have doubt, google their name.

With such a bunch of startups and hot projects appearing it is really difficult to avoid scams.
If you are a advertiser you lose only your time and effort - it's bad either but losing money is a harder strike.
Scammers became more sneaky.
Beside fake photos and other stuff you should Google much.
And another sign - if the team or dev suddenly abandons official community group is clearly a bad sign.

You're right. Good reviews doesn't guarantee the project will be success. I've seen some ICO projects that got high ratings but ended up scam or failed. In the end, we have to do our own research before investing in an ICO. Focus on the team's background and advisor. I even stalk some of team members like i stalk my ex-girlfriend. Another way to know whether the ICO Project is scam or legit is if it has bounty campaign, look at the manager of the bounty campaign. A good manager don't just accept every project that contact him but also read the whitepaper, get more info about the people behind the team and that sort of thing.

Identifying an ICO if it's a scam or legit is really hard, because there are lots of ICO that is having a good and promising project but still a scam. But for me to determine a scam ICO, i always recommend to review of there whitepaper and identify the members behind the team if they are credible members and not fabricated only.
