To identify true and false ICOs, you must first observe whether its white paper is regular! Does it meet the public demand! Second, you need to observe their teams. You can even actively contact their teams to communicate with them linguistically. This is the most direct and effective way. You can understand the details of many projects from the communication!

Know more about ICO before investing into it,
Visit their social channels and ask them a lot of questions, ask them until you get all clear answers.
Check out their team and previous background of team members. Generally ICOs with fake or unknown members and hidden team are fishy ones.
Check out what their project is, its usecases, check roadmap, github, smart contract etc, read whitepaper, how and when it will be developed?
in short do as much research as possible to know whether an ICO is a good investment or it's just to take your money.

In my mind, fraud is everywhere. You need to be more careful if you want to participate in the project.
Practice research in advance so that you do not become the next victim,
like the back team, be sure to check their profile and who the manager is on the project.

The best you can do to know if ICO is a scammer is to look out with their profiles and read properly their full details and also look if they have a good feedbacks form their clients or investors in this business.

If you are not well informed about the whole crypto industry, you can check some ICO rating web-sites. There are no sense to trust their marks, but you can see that project you want to invest is a scam or not. ICO are rated after the deep research

You can identify if an ICO is scam or not by thorough research. Read their whitepaper and examine the team behind it if they're credible and experienced enough in this field. There are a lot of signs:

1. team is unanimous or not experienced, or just listed as a team and not involved,
2. project is not defined well, whitepaper is copy pasted or very general
3. team has no future plans
4. information on softcap, hard cap, and other info on project is not available, processes are not transparent.

I can suggest to look at Ambit Mining ICO, it is an example of good project, how it should be, the example of good team, idea and planning.

Scam projects often do not have unique ideas, often ico sites look bad or designed like other ICO websites. Regarding media these projects are often not focused, they only put ads on FB, GG and TW to attract investors.

In my mind, we can all check like having a good team, in every project there should be social media like Telegram, twitter, and Facebook, all those projects should be active all on it, see white paper and Roadmap for Project, lastly, you have Check There is a Token allocation available for AirDrops.That's my opinion. But that's all back to yourself because all the decisions are in your hands.

in my opinion nobody knows the coins from ico will be good or scam because they make a sale before the coins are in the market so we just need to be more careful with collecting a lot of information if want to buy coins from ico

You should check the white paper first. If the developer is not clear about the project. THe white paper is like strange looks like copy pasted and looks like unrealistic. And also the identity of the developers is unknown. It seems like there is really no plan in the future. It is also not clear about the usage of the tokens. So I think it is better to do a research and check thoroughly the white paper of the project , in there you can detect the scam and the real one. If you feel strange then don't invest in that project.

It is quite difficult to know that an ICO is a scam or not. We all know that ICO scams are also like the other ICOs. They are difficult to indicate. However, we can see some indications such as the unacceptable token price and allocation, the unreal concept of the product, the unreal team developers on the lists (check their social media). Once other, we must check their community.

A scam ICO will always have their team members hidden or fake team, I always check out project team members and know if they are real or fake, I check youtube video to see them talk about the project, always i follow some good ico analyst where they talk about ico and their red flag.

As a rule , in bad projects , they copy a technical document from other projects, team names, road map . You should study the project and look for information in the search engine

quite difficult to find a good ico, because now there is a lot of deception. a cheater is very clever than we imagine. so my advice is you should read the white paper and find out who their team is working. if you feel confident, then join.
