I also notice the website claims "in stock" ... this seems a bit deceptive to me.

Black Arrow said before that they had problems configuring the store software for accepting pre-orders thus only thing they came up with is adding this note to product page:

This product will be available on 30 Apr 2014

From the technical news they said they had to increase the number of cores to reach their efficiency target.
They lowered the frequency from 1.5Ghz to 1Ghz.

I thought this would mean if I don´t care about the efficiency I should run it at 1.5Ghz with a stronger PSU. However Black Arrow software says this would not be possible.

Why not? Does it have to do with cooling?

This is not as good as our first simulations which were based only on Front End but this is where we need to stop. The time does not allow us to continue our effort towards seeking a lower power consumption.
We had to drop the frequency from 1.5Ghz to 1.0Ghz in order to achieve this efficiency. However we've increased the number of cores so the Minion will hash at the speed promised.
We had met all the timings for 1.5Ghz but the efficiency was 0.8W/Ghash and this is not something we could have accepted.

I drew the same conclusion as you but with a few caveats: not only would you need to be able to supply the power (meaning not only the PSU, but also the PCBs and VRMs need to be handle it), you must also be able to get rid of the heat. Moreover, BA would have to provide ways to change voltage and clockspeed. If they say its not possible (didnt read that, but Ill take your word for it), Im guessing thats where the problem will lie.

Of course anyone designing their own PCB and just buying chips from BA might be able to leverage some of that headroom, though its probably not going to be a walk in the park.

This is not correct. By reducing the speed at the design time, the whole chip (netlist) changes.
 
Normally, we expect 20-30% overclocking capability. Note that this is not supported or advertised officially because we cannot guarantee it.

This was the answer given bye blackarrow in a thread on their forum. Although I did not understand wtf a netlist is. So if they say no, I guess I have to live with it.

if you order from BA, you get your miners from china.
if you order from the eu reseller, you get them sent from the eu.
