I'm not sure, but I think that such thing like off-chain transactions between users was planned few years ago. I might be wrong, maybe I confused it with Faucethub.
Anyway, I don't think it's needed currently because transaction fees are really low for a long time already. Using of SegWit addresses also helps.

If you send a high amount of money it would be any problem paying a higher fee to get a quick confirmation but when you make transactions of only a few dollars paying a fee of 0.5$ is considered to be high. Anyways I am not sure how many people would use this feature, probably only for transactions between friends.

With fees going up again it is something we like to do but there is one issue with it. We often get people complaining that they didn't receive withdrawals, with a blockchain transaction we can send them the transaction ID as proof we paid it to the address they requested. An internal transaction relies on just our word that we transferred the funds.

I remember this problem, apparently, your internet service provider is giving you a dynamic IP address which is covered by many internet users with the same provider. The only solution to this is to request a static IP to your service provider but would cost you additional payment for this.

It does not mean if you have bigger bankroll you will win, only they with bigger bankroll have a better chance than normal players

It can also influence that you play from your Smartphone, because when they lose signal for some reason, the IP changes, it is dynamic, I do not recommend you play from your Smartphone, usually the service providers change their IP every week, some every month, you must ask well so you do not have problems for that.
