I can release the source a bit early so someone can claim the bounty for the Win binary before the release but I am incapable of making a windows wallet myself.

I'm not a math genius or a proper dev but it seems you could solve the problem of diff being higher than block by using a simple if else.

if diff>block = true
     fmod diff%block (do your normal stuff)

else
  fmod block%diff (do the opposite math)
   

I don't know c at all so pardon the pseudo code.

If diff is higher than block it seems most people would stop mining and thus solve the problem but at the same time you want the highest hash possible for network security so encouraging people to stop mining is counterproductive.

NOT TRUE, the difficulty could be 1, 5, 10, 20, 50, 100, 1000 or any other number that comes close to dividing evenly into 1000... the remainder just has to fall between 1 and 0.1 or be exactly 0.... Did you even read anything in this thread before making ridiculous accusations?
