Maybe the management is waiting first for the increase of whale players active in the casino to improved there reward system further. As far as I know, they do not require their user(average joe) to undergo the KYC process before they are able to withdraw their money unless they have implemented it after when the signature campaign ended. Do you wager first before you withdraw your balance because this might be the case for ypur account to be KYC because it might accused of laundering due to your irregular account history of deposit and withdraw.
