ICO was never a guarantee of project being successful because ICO means only raising funds for any project.
In fact other things played a part in success like good exchange listing, promotion and hype, good marketmakers, partnerships, marketing of project, raising only required amount of funds, having a working product and real concept based project etc. For a real success you need to keep balance of everything and success does not mean 10x on listing and later dump.
Some projects have no ICO and they are backed by VCs and for community they announce some airdrop to get more people in community. So that can be also good way to go.

But success only comes with how you manage your project and what are your strategies for short term and long term.

even the crowdfund are raised much money, but still make the project are failed and in other case after ended ICO and raised enough the product they offered are useless or still don't like ecpectation from ICO campaign, between their product offered in ICO and after released are useless

More often we deal with fictitious information about fees. Most of the projects raise their fees to attract as many investors as possible, and the total amount can vary greatly.

I've had several ICO bounty companies that have collected hardcaps but no payouts so far. Not even listing. Maybe hardcap was just "drawn."

Many projects are able to reach hardcap in ICO fund raising but in the end the project failed due to the teams aren't capable enough to lead the project to greater height and there are some projects that have no other aims but to make money from fund raising

It really doesn't guarantee if it wil succeed. It depends on the motive of that team whether they have dedication on their project even if hardcap wasn't reached. Some projects are still continued and their roadmaps really happen.

Hardcap will increase popularity of the project and it's cryptocurrency, but it doesn't mean that it will still have good popularity for long term. If the project create products that is really needed by cryptocurrency users, the project has a high probability of success. There are a lot of success project which they are aim to create tools that very usefull for cryptocurrency users. Crypto wallet and exchange site is good  project to invest.

The hardcap will is just a word and no guarantee that a project will succeed and it definitely does not depend on money that they raised the project will develop as the team has the full control in the way they manage their project. There were some teams that collected 80 million USD and failed to make a good project and the only thing that they dis is to make their project not that useful.

yes, since the era of crowdfunding in crypto began to popular in 2017, hardcap is not a guarantee and many hardcap revenues were misused by the project team for personal interests, there were many people who were very hype if there was a project they followed / hardcap but now the hype is fading because it doesn't have any effect.

Perhaps the projects do not conduct ICO because they secured the support of funds or they already had money received from non-cryptocurrency activities. And what about those projects that have (at the moment) only an idea and a development plan? My answer is to go for ICO or IEO (if they are interesting for exchanges).
I do not like the story with ICO that some projects continue to collect dentgs(if they have not reached the hardcup) after the end of tokensale.

There is one campaign i joined before and still got no exchange listing until now.
The team are not talking much on telegram group also.
STP or BITGOALS is the one project i am talking about and they are a sold-out project.
They have a betting platform but until now the tokens are still can be use on their platform and nothing more.

Now almost all new projects choose the IEO as a way to sell tokens and get funds. It's easier and more practical for the developer team because everything is handled by the exchanger. Many ICOs have achieved hardcap targets in 2017 and 2018 but now, it is very difficult to reach ICO targets because the trend has changed to the IEO

But they need funding, they are holding crowdfunding because they want funds to get their platform set if they reach the soft cap I believe the success of the project will follow because they already had funding coming from their investors which will become the first supporters of their project.

if you look at a number of projects in the past year, there are many projects that even reach hardcaps, and now the price of their coins is like garbage with very low value. I don't think if I invest in a project like that. I have to receive a big loss, of course, if I invest in a project like that.

There is no guarantee at all and it does not matter how much money was raised in the token sale. The only thing that matters is the product and the team, that will lead this project. Moreover, token usability and acceptance plays a great role as well.

if we are taking the latest trend of IEOs and then we can take a lot of information about the IEO trend have changed the people's mind. You said that how much is not giving guarantee but remember if the project needs only a small money and it can bring a lot of room for the price of token to grow. The trend has already changed and the usability becomes the long term speculation for buyers.
