Actually I also don't really like this because as you said they don't hold back in the transfer market even though they are having financial difficulties.

This is like making a solution to another problem, so there is no exact solution to cutting their salary, this is only for a moment, a matter of time. No matter what, if they're still there, they may ask for an increased salary during the season, moreover if they know that they have made some winnings.
Buying so many players is risky for Barcelona, we know that one of the financial problems faced right now is also because of the high previous purchases without considering whether the purchase is exactly needed or not at that time. that is one of the problems, added with some other complicated problems inside of the management.
