At the moment, I don't think there's any English Premier League club that's sophisticated enough in terms of quality to stop Manchester City's dominance in the league.
The players you mentioned above the only one amongst them that has officially left the club is IIkay Gundogan and was immediately replaced with former Chelsea player Mateo Kovacic.

An inconsistent player can't lead a team like Manchester United. The captain of a team be should a quality player with good leadership skills. West Ham are said to be interested in a loan move for Maguire lately. It would be the best for Manchester United to part ways with him honestly. Honestly, I support Ten Hag on not considering him after his disastrous and infinite mistakes. I consider him the player number 12 in Manchester United opponents in every single game he participated on.

I too don’t agree with the opinion that Manchester City would always dominate the Premier League. There are a lot of strong contenders playing and each of them wants the trophy as bad as Manchester City does.
It would be interesting to see how Manchester City would perform, having had to let go of some of their key players on the squad. They would for sure face a lot of competition from other clubs. Well, I couldn't say less about him, for many he doesn't play anything, but we shouldn't be so radical with Maguire, when he played in the World Cup with England he didn't look bad, also I understood that he was like the right hand of Ten Hag, it's like something curious isn't it? Lukaku's future still remains unclear at this moment. He was making so many mistakes. That makes his future is undefined right now. In many games, Manchester United lose this season because defenders were in bad form and especially they blame Harry Maguire for it which was right especially in Europa League against Napoli Maguire had a bad performance and I was expecting to see Manchester United willing to sell this player even for a lower price.
