Ideally, that's what the coach should do to build the mentality of his new squad. The reason is, as we know that last season Chelsea experienced a downward trend like a team that had lost motivation to play. well, Pochettino is well aware that if he cannot bring Chelsea in a better direction, that means he is ready to be replaced like the coaches before him.
I want to flashback first, before Pochettino officially became Chelsea coach. Previously, there were two big names that were predicted to become Chelsea coaches, namely Nagelsmann and Luis Enrique. however, in the end the two coaches chose to resign after conducting several negotiations.

IMO, it seems that the target that Todd Boehly wants could be a problem for the two coaches. plus, the request for conditions that Nagelsmann and Enrique want is rejected. which in the end, Pochettino came and accepted the challenge from the club. so, it would be only natural for him to make such a question.

So many expectations are placed on Pochettino to build Chelsea into a formidable club since the last two coaches that were brought into the club failed woefully to build Chelsea into the formidable club that the owner wants her to be despite spending hundreds of millions in signing quality players.

Next season won't be an embarrassing season for Chelsea and Pochettino. Am hopeful that Chelsea will make it to the top of the premier table with the way Pochettino is going in signing in quality players into the Chelsea team.
Currently, Pochettino is having serious and tough training with all the Chelsea players in preparation for the friendly matches before the premier league matches start around August.

I see but the problems you mentioned here in terms of the spending that is rather limited, it could also have to do with the potential change in ownership and that might keep the Glazers from opening their wallet and allowing a lot of costly transfers. I don't know what the situation is right now and whether that ownership change will happen, but in regards to planning the future this could turn out to be an issue if those negotiations take place right when the transfer window is still open and it is unclear which way the club will go in the future.

Next season everyone will see how Pochettino coaches the Chelsea team by applying the experience and method he already has at the moment, although Pochettino will have to change several players. Exactly, nowadays most of the clubs run out of patience and sack their managers. Not sure what their expectations are but they are sure forgetting the fact that such changes always needs time to settle on and bring clubs performance to a strong level. I always thought Tuchel was a fine manager and could have  brought club to a good level but some serious of difference in new owner and manager's opinion made it part ways with Tuchel. Now all the players are leaving who won CL with Chelsea- what's next now? There is something going on with Chelsea and if you ask me about Chelsea's situation it's a clean slate or let's say Chelsea starting from scratch. For Pochettino it's very difficult as he has to develop these new players mentality, trust, relationship, tactics and everything from scratch. I would say it's very difficult for Chelsea to be top 4 in this upcoming season but if they had made it in the end then hats off to Pochettino and Chelsea management for making the right decision and doing so much work.

De Gea is so old that it's time to part ways with Manchester United and have to be replaced with younger players.
Actually I agree that Manchester United took Andre Onana to be a goalkeeper to compete in the Champions League, but Manchester United is too complicated to make a lower offer even though the Red Devils themselves need it.

Man City are the only contenders for the first place in the EPL... Last season, Arsenal managed to surprise everyone, but no miracle happened and they couldn't win the league... Good deal for Arsenal for to renew William Saliba's contract with the club and also give him the number 2 jersey which will go a long way to give the player a sense of importance to the club.
Saliba was one of the best performers for the North London club last season and deserves a new deal. Mikel Arteta is doing great with the team and in few seasons from now, they'll lift the English Premier League title that's eluded them since 2004

I love this, Saliba personally is physical and calm enough to be play at a top level in the Premier league, i feel so certain about Arsenal’s future in the league and even other European competitions, Arteta is trying to build a very deep team without having to spend extravagantly. I just hope his plans work out has he wishes, adding to Havertz, Timber, and Declan to that squad despite having a player like Jorginho on his squad list is so mind blowing, I predict them to end up at least second position in the league and maybe the Champions league quarter final at worst.

I'm sure next season we'll see some of these ridiculous layoffs anyway. There are too many clubs in the Premier League for which 6th-7th place is a failure. Let's say that the positions of Arteta or Guardiola are strong, but I'm not sure about the others. But as everyone understands, no matter what happens, someone will end up in these unfortunate places (and maybe even lower - like Chelsea last season).

to be honest, arsenal's decision to buy declan rice at a fantastic price was very reckless imo, at that price arsenal should be able to get several other players to strengthen arsenal's front and midfield instead of having to spend big money to buy declan rice, so it's not surprising that some observers football criticized the decisions taken by arsenal, not even a few said that under arteta's leadership, arsenal was very wasteful in spending on players but the results were not good.

Manchester United and Inter's agreement regarding Andre Onana appears to be close. Romano has said it is very close especially that Onana has personally agreed to Manchester United's offer. Even Manchester United hope Onana can join them during their pre-season and American tour. Don't know yet about how much the final deal will be, but maybe it will be 60 million euros or higher.

Over reliance on Degea almost gave Teng Erik a hypertension when he thought of making it among the top 4 was squashing out right in front of his eyes, it took lots of combine effort and extra calculations before they got to that spot again and he doesn't want to repeat this mistakes again, he is taking his chances to source for another good goalkeeper and as Onana  is available in the market, they are putting extra effort to bring him to Manchester United but De Gea unofficial announcement and what to expect in the future is not available, the club and him are not saying anything and that is why people think they Manchester United may still need De Gea.

Inter Milan tried to press because they knew Manchester United really needed a new goalkeeper on the other hand Inter Milan also needs fresh funds to undergo competition therefore they set high prices. The reason for Manchester Utd did not want to pay more possible because Andre Onana was not a young player he is 27 years old only productive in the next 5 years, another reason Man United knows that Inter Milan brought Andre Onana from Ajax in 2022 without fee (free transfer) so they think Inter are too excessive  

Actually Andre Onana is not the only target of Manchester from what I know at least they have 4 choices Verbruggen, David Raya and Diogo Costa it's just that Andre Onana is more classy because it managed to bring Inter Milan to the Champions League final. Everyone is having high expectation on Pochettino, and am also having the believe that he will perform well, but expectation shouldn't be too high, lets just hope Pochettino those not disappoint most Chelsea fans because they already put hope on him to rebuild Chelsea back, actually we all see the effort Pochettino is making just to build new squad, i know next season wont really be easily for him, so Chelsea fans shouldn't just expect everything to change at the beginning of next season, he needs to be given time to balance everything, they shouldn't put too much pressure on him. I just hope things work out well for him.

Actually, whether this is true or false, I think it still needs to be proven.
Indeed, streamlining the squad which last season had too many players is a very good thing, but in terms of performance I don't think it can be said to be true because it could also be a double-edged knife for them.
Pochettino can be said to be right in the overhaul when he managed to make some changes from Chelsea's performance and that can only be seen in the next season. but if in the end he fails, then the overhaul carried out by selling a lot of players this season can be said to be wrong in their initial steps.
