Even if the game was played at Stamford Bridge, i personally don’t see any difference as Manchester City would still be favorites to win the game. Chelsea, playing at home wouldn’t make any difference as I don’t see how that could help increase their chances.

I have the same analysis and predictions as you, Manchester City and Liverpool are the most stable with very consistent playing performance so that in the competition for the title these two team will be more dominant.
For Arsenal themselves, they may experience improvement, but I not sure they will be able to consistently continue playing well because they learned from the previous season Arsenal are also like that, they look strong and dangerous but often make mistakes that make them fall.
I myself tend to see Manchester City as having the greatest chance of winning the title, they will try to achieve great success again like last season and of course this is reality that cannot be denied.

But because this is Klopp's last season in the primary league, I think I actually want Liverpool to become champions. It will be wrong to write off Arsenal completely. I think Arsenal is even more dangerous for me than Liverpool. Arsenal demolished Liverpool and Westham recently. So the have every chance to win the league. Yeah, I remember that last game Manchester city played against Chelsea which ended in a draw of 4 - 4, it was one of the matches in this season premier league that it's result kind of shocked many of us, as most believe that Manchester city was going to win in that game easily, but to our amazement, Chelsea players were able to hold their opponent to a very tight corner, and were able to hold down the game to a 4 - 4 draw.

I believe the coming encounter between this two clubs again is an opportunity for manchester city to correct all the mistakes that did in their previous game with Chelsea, I am also expecting the game to end in favor of Manchester city, this should be an easy win for them, but then, deep within me, I wish Chelsea would win, so that we all can be surprised again.

It will be wrong to write off Arsenal completely. I think Arsenal is even more dangerous for me than Liverpool. Arsenal demolished Liverpool and Westham recently. So the have every chance to win the league. For me the league is totally open for the 3 teams and Liverpool and Liverpool are still going to meet at Anfield and we don't know what the outcome will be. Arteta boys are showing up good signs lately and they are looking like they want to correct their last season mistake.

That's true and if we look at the strengths, these three teams are not much different so Arsenal still has to be taken into account.
Competition in the Premier League is quite fierce and this has been the case for several seasons and this season is still quite long, so anything can happen.
There is no guarantee that Manchester City, Liverpool and Arsenal will be consistent until the end of the season, so the strength of these teams means they have the same potential to win the Premier League this season.
