I won't deny what you said but the description you give is not the case for everyone. I have seen some addicted gamblers from financially well families who do not indulge in any illegal activities even when they run out of money. If they can't manage money then they are busy collecting money for that time. Try to solve financial issues with spending or investing money imo isnt the right thing to do. It is like trying to fight fire with fire. The only solution to sufficient money I see is simple - finding new or extra work. Maybe it is ok to make a so called safe bet, but it will bring little money only. Gambling because you are poor might be one of lifes greatest ironys but its quite realistic I suppose.  I thinking of it was from the perspective of cheap entertainment, even going to see a movie nowadays can be a wallet busting activity and the copyright movies are closely held by tradational industry so that its in the hands of big business.   However anyone at all in life can gamble using just a simple set of cards or similar, nobody can stop you having a quick game and ideally its friendly local and not too expensive in the risk vs fun factor.     It could be a real positive activity if you somehow like playing cards, gambling and dont lose anything big its cheaper then drinking etc.   Many gambling as a negative but imo its not most of the time when in moderation.
