Do I have any say whether I want it to sync or not?

You have to sync the node to make transactions, am I right?
If you use a laptop and can't leave it running 24/7, just turn the node on when you use the laptop.
You probably use your laptop every day anyway.
I used to run a monero node on a laptop, which I couldn't leave on all the time.
Synced whenever I could, which was almost every day.

It’s good to see this project is still alive, though it remains drastically undervalued. The world is becoming more and more totalitarian and anti-privacy. It remains to be seen whether that will be good or bad for Monero. Interesting times!

So I've run the daemon the other day to sync it after a long time (months) and it kept getting visited by the OOM killer. I had 2 GB ram on that machine and after increasing to 4GB that stopped.
What is the current minimum amount of ram necessary for monerod these days?

It is over 2 GB for sure, but if you have SSD at least can probably get away with swap on ssd

I have concerns that if this is implemented that it would give adversarial governments the tools to pass laws to force view key registration under kyc laws.

Fortunately, the Monero ecosystem has matured a lot over these years, and with the imminent launch of Haveno and other DEXs like Serai, atomic swaps, the coming addition of FCMP (full blockchain anonymity set replacing rings of 16) as well as the continuing and rapidly accelerating development of the Monero protocol, we're confident that Monero's future is bright, with or without our platform.

The winding-down process begins today, and finishes 6 months from now. Our support staff will be available for help throughout this period.

Effective immediately, all new signups and ad postings are disabled;
One week from now, on May 14th, 2024, new trades will be disabled as well;

If I am not wrong, XMR will be "banned" in EU when MiCA regulation will be fully launched
