This culture really needs to change. We can start by removing signatures from Newbies and Juniors and punishing ICOs that pay people for this rubbish. Some IPs should probably be either permanently blacklisted as well if they've had colossal abuses from them or maybe the evil fee substantially increased.
I agree with these, seems like banning Newbies and Jr. Members permanently is just a waste of time as these people are still free to create new accounts and losing Newbie and Jr. Member ranked account is not a big problem to them. I will agree more if we make Newbie and Jr. Member ranks completely useless. Remove signatures, can only post 5 or less per day (just a suggestion) and don't allow these ranks to join any bounties. Of course, the account will be useful after reaching Member rank as Signatures will be available again. Making Newbie and Jr. Member rank completely useless will make spammers to give up what they were doing.

If you're worried about "if your message will be read by the recipient" then you don't need to worry too much. Whenever someone receives a message from PM here in Bitcointalk, there is a notification that will be sent to the email address associated to the account of the receiver containing your message and when browsing Bitcointalk, a pop up notification will show up saying "You got new message" or something (sorry can't provide screenshot) so it means it makes sure that the recipient will see and may read your message. One more thing, not because the recipient didn't reply to your message doesn't mean s/he doesn't read it.

Don't worry, that guy is just wasting his time. No matter how many times and how many accounts he create even though he use different names as long as he is posting shits, he will definitely end up banned over and over again. The problem is he is violating "Ban evasion" just like what @mdayonliner said.
At cases like this, we can't do anything to stop user that is banned permanently from making another account again because they will surely make another account again and again whenever they're account is banned. The best way we can do is to report them. Their account won't achieve anything.

In this forum, in my opinion I don't think so. If they are reading then there must be no users getting banned here for some reasons. One thing more, MOST if not all of thr people don't read stickies because after creating an account, they will find ways to earn which is a bit disappointed and sad for me.
Actually I think even spammers are reading the stickies and the rules here in Bitcointalk. The problem is even though they've read it, they're still not following it and they are still violating it because they know that what they were doing (posting spams for bounty quotas) are against the rules. Almost all forums in the web has its own rules even fittotalk, reddit and stackoverflow etc. so it means it's impossible that these spammers didn't know that such rules exists.

I just wanted to maintain the 0.012 btc I'm earning every week to buy a laptop (expecting) in this coming October. Fair? Remember that IOU and BQT are different projects. Though the Signature/Bounty campaign of both are managed by Zapo, I don't think the rules in both needs to be the same just because of that. It depends on the team.

Well this is unexpected. Just recently I'm helping this guy to resolve his problem but it went even worse when this possible accounts has been added. Anyway, nice catch @Veleor, but we still need to prove it. I see a lot more accusations coming into your way. If you are clean then I do not see you have anything to be worried. You can start with proving the PM was correct. Find any DT and give them your account credentials to check the PM authenticity. If you pass then you can resolve the rest.
I do not have any problem to share my login credentials for mod or with most trusted DT member to check and verify it bro. Hope this would be resolved and I am seeing this person lapongetiasuu trying to troll me in his multiple accounts I guess. Then UMERIDREES noted alt of made post on this thread and the timelord's thread. I have snipped and complained there itself. Well OP, to prove that the conversation you had with that extortionist is real, then I will be waiting for the result of this. Also, @mdayonliner is not a DT but I trust him as well. There's no any consideration to unban an account once it is permanently banned except if you appeal to the link provided/sent to you by the forum and you're no even allowed to make an account again here in Bitcointalk because that would be another rule violation. 25. Ban evasion (using or creating accounts while one of your accounts is banned) is not allowed.[e]

Though you need to provide some evidence that it's not your alt and is your father's account (which is difficult I guess, how can you prove it?) I think it’s time to ban Twitter/Facebook’s bounties, or to use a Google Forms report instead of replying to the bounty thread.
There are already some smart bounty managers that uses Google form as a way of reporting status of their participants "Twitbooks report" (those massive links that we can see in bounties) but seems like even though it is much better to use Google form to somehow lessen spam posts, most of those bounty managers still want their participants to post the links of their reports. Maybe because they also want their bounty thread to be bumped by spammer. About banning Twitter and Facebook, well I've no idea if it will be a good move. No comments for now. Oops.
