It's clearly a scam with a nice trick. Everyday scam method is upgrade into a good one. Just careful with that message and ignore it. Is this user can get banned if we report it ?
I don't know this user will get banned or not if we report it , but I don't think it matter that much because he is only a newbie with 1 activity
He can make a new one if he do get banned

the user will be banned if it is confirmed that the link contains malware so you should report the PM. sure, they can create a new account but their IP will get evil points and be required to pay when they registered a new account with that IP.

it's necessary to prevent abuse. without that bitcointalk will get a LOT of spam posts from new users every day. it's not about you paying for other people or politic (seriously?) or anything like that.

tell your mates to create their account using their phones or something. after that they can use tor to log in anytime they like.

I have not tried www.gear.mycelium.com yet but I think the address they generated is not from your Xpub/Xpriv. contact their support and ask them about it and how you can get those coins.

that means electrum doesn't have the address.
can you post the Xpub here? or just check the Xpub (not the address) in blockchain.info and see if the address that you're referring to is listed there.

you don't need linux for that. make sure you replace address with your own address (e.g. >>  getprivatekeys('17RTTUAiiPqUTKtEggJPec8RxLMi2n9EZ9') .

if the result have something like "Exception: ('Address not found', 'address')" then that means the address doesn't belong to your wallet.

yeah, man. all they need to do is copy the key and import it to their wallet and they'll be able to spend your bitcoins.
storing your private keys online is never safe.

So, I'm using RPC to do transactions, but I've noticed some transactions going out with fees that are a bit low.  Most of the transaction I have are > 0.5btc, many being less than 0.001.  I see in the documentation there's a bunch of fee switches (https://bitcoin.org/en/release/v0.12.0#wallet-transaction-fees) that can be used.  My confusion comes into the use of the word "fee rate"

For example, if I wanted all transactions to use 0.0002 as a transaction fee, would it be -paytxfee=0.0002 or will that apply 0.0002 per BTC/kB

ah. that $140~ is from this address, right?

the bitcoins never moved from that address. so that means you didn't sweep the key. which means that you didn't create a standard electrum wallet which actually have seed (that means your wallet should not have a seed in the first place).

if you still have your old bitcoin core wallet (you should). get the private key of that address again and import it to electrum. just in case you misunderstood something, 17qKqrRSnWuX4YgTqczs7xPmpYKuUsGgGJ is not a private key.

P.S. you can't import a watching-only electrum wallet to bitcoin core.

Then how each transaction is recorded in blockchain? How much transaction can a block accommodate?

when someone broadcast a transaction through the network successfully, the full nodes that accepts the transaction records it and relay it to the miners and other nodes. they will keep the transaction in their mempool for a certain amount time before they drop it.

each blocks can accommodate up to 1MB transaction. transactions vary in size, but most (all?) of them are above 200byte. I don't know if there's a limit to the # of transactions per block.
