if you can't afford to download the whole blockchain, use SPV clients like electrum instead. you can sweep or import your private keys so that you can spend your bitcoins right away without having to wait for core to fully sync.
you can also try bootstraping, but I don't know any up to date and trusted bootstrap.dat source.

as said above by odolvlobo and unamis76. but I think that's kind of impractical because Bob would have to know the transaction hash or having the transaction sent to his address. might as well go without the blockchain.
oh. and the "secret" letter can be seen by anyone that have the transaction hash. forever.

theymos actually is proposing ALL lost coins to be destroyed after a certain amount of time to prevent anyone from getting hold of those bitcoins at the future and dump them for dollars. I'm not entirely sure if this would be a good move, however. (edit: leaning to "no" after reading some of the replies below.)
if they're going to do it. make the second soft-fork to trigger in 10 years or even 15 or 20. five years are not long enough to make sure that everyone is protected (IMO).

So if you sent bitcoins to your bitcoin core wallet you could just pull them into Electrum without the need for a full sync?
