I have not repaired them at component level. Does those hash boards work ok with the other PMU board? Sounds like there could be a damage in the PMU board? If so, you would need a replacement PMU board, like from Canaan or www.zeusbtc.com store. @Fuzzy, trying my best but I'm not always here

I cleaned the hashboards with isopropyl alcohol and compressed air, and after installing them in the mine, paradoxically, one of them stopped working. Uncleaned went and cleaned does not go. I let the hashands dry thoroughly. How is it possible?
Bad cable connection?

Which country are you in and what is the voltage? Is your power grid stable?

Is this only one miner down and others are running ok?
I can not see anything specific in the log. Even the ECHU error code is empty.

ECHU stands for error code hashing unit. 130173 is a bit sum, 1 + 130172. Edit: One more thing came to my mind, are you sure that your internet service provider hasn't started blocking mining? I've heard of such blocking happening in some countries.

At 110V voltage, the max power output for APW3++ is 1200W. So you do not have enough power capacity for a S9. You need to plug it in to a 220V circuit or buy an additional psu.
In the case of using another psu together with APW3++ you need to be very careful. Plug the APW3++ for two hash boards. Plug the other psu for one hash board and control board. Do not plug the psus to same hash board, if there is a direct connection between the psus, they will start to "fight" each other.
Power on the psu connected to the control board LAST.
