In a ideal world, we should be giving hidroxicloroquine as a profylactic to health workers that are greatly exposed to the virus and also to everyone in the early stages of the infection. But... Not only we don't test people until they show clear symptoms of difficulty of breathing (noone is being tested otherwise, due to lack of tests) but even then, there is not enough supplies for all positives.
We don't have enough information about real efficacy of that product... first of all (and in ideal word this is enough) Why are you saying (very confident, like an FDA official

I would encourage you to improve your research, at least in relation of your strong statement about "having only been tested for people infected and not for profylactic usage" though. Also, when I say profilactic/preventive I mean it can help
stop slow the reproduction of the virus once infected not that it can prevent infection but as you can never know when you are going to be exposed/infected maybe, just maybe, it makes sense to use it preventively in case of people with a very high risk (health workers with not enough PPE) or suspect of infection.
I have never said that there were conclusive and much less an officially vetoed stance about it.
Also, please check the very own thread you just posted and the comments about the graph you posted. I do agree with most of them. Not because I know better... But just because those comments and findings are coherent to most other "somewhat" reliable sources I have checked.
That being said, the best thing to do at this time is to avoid getting exposed to the virus and wait till it is safe outside and hospitals are not overwhelmed so that you can receive proper treatment. I guess we can at least strongly agree on that.
P.S.: If I were infected... I would like to have hydroxycloroquine treatment given to me AS EARLY as possible if given the choice. But hey, that's just me and until we KNOW BETTER.
