Always try to change servers in case of weird differences in balance; also you could try to enable advanced mode via settings and then check the balance for your imported address.

The Lite GUI has not been updated in months; I'm guessing some of the internal changes in the recent version might require changes in the lite gui.

The binary for 1.7.4 is on the website now. Please select a different server if one is stuck on synchronizing.

You could create a new wallet; there is no way to 'clear your history'.

Windows and OS X binaries for 1.7.4 are now on the site as well.

You can already encrypt the wallet file itself; It's not really necessary to encrypt it twice. If you want you can use the -w flag to supply the path to your wallet file inside an encrypted folder.

You can restore the same seed in a different wallet by using the -w flag. On linux: electrum -w ~/.electrum/newwallet.dat

It makes it portable because it saves all related files in the folder you open it from.

If you copy it to a usb disk and open it from there it will save your wallet and header files to said usb disk.
