For your own personal policy you may want to consider the nature of the transaction, the amount, and the trustworthiness of the trade partner.  For example, If I were selling sodas for BTC I would not even wait for one confirmation. But if I were buying an airplane I would not sign the contract until I see 6 confirmations.

Since everyone else has slapped you for not reading, I won't.

Here are some other things new peers should know.

1. Don't ask for a loan. Earn some fiat money and buy some BTC.

2. Don't buy into any "investments" that you do not fully understand. You can do anything with BTC that you can do with $ . But that does not mean it is a good investment, or that it is not a scam.

3. Be courteous. You probably already know this one, It works in real life also.

We are in agreement. I believe that the OP heard something strange, and that unidentified objects are seen in the sky frequently. But zero evidence suggests that these objects are spacecraft.
This idea of aliens coincides with the rise of science. Prior to that an unknown flying object would be thought to be a God driving a burning chariot on his weekly hunt. Since weekly hunts, chariots, and even most Gods are gone. Well, this is how mythology works to update itself.

Because UFO sightings are actually becoming more and more common lately, at least when it comes to the UK.
Then bring me a piece of a spacecraft, an alien tissue sample, or something other than "a guy saw something in the sky". Bring me anything that shows non-Earth based life or a clearly manufactured piece made from unknown material, and I will happily give all my bitcoins to you.

I want to believe, but believe what? There is no evidence.

I got all excited about it once and bought a detector. What I discovered was that every square foot of the Earth's surface has a piece of metal under it. lol I never found much. some change, old hot wheels, junk jewelery.  Stuff like that.
I did get some great advice however. One thing I remember was to go to the oldest tree in your town, maybe at a park or old estate, and check under it. Before air conditioning people would go to the parks and sit under a tree to do their chores. The stuff they dropped is still there. Of course you need to check to make sure you are allowed to search an area.
But basically you are going to find a lot of those old beer can pop tops.

 I think i already know, but can a US citizen set up an account at this bank? What if I did it while I was in Europe? I have set up foreign accounts before so that I have local currency.  Why not BTC ?

Here is an idea, I was in the ING bank space downtown and the was told that the space is available to members for group meeting.

The thought of promoting Bitcoin in a bank seemed amusing to me. (An unofficial sponsor)
That is an awesome idea.  Cheesy Of course the free steaks and booze is hard to beat.
I get to Vancouver once a year or so. I will be sure to check if there is a meet-up next time i visit.

I vote for a full client. There are some real advantages to online wallets.  But for any large amount, you can mitigate risk by keeping them safe yourself.  Personally, I use a mix of wallets. My bit-wealth is stored offline. I keep a full client running to support the network and buy stuff with a few BTC. Then I keep some in an online wallet at an exchange.
With these together I can use my coins just about anywhere in the world.
