If any of you can confirm that they have stopped using AI I will remove the tag.
I will do it myself but it might take time and please consider it a polite request.

A quick look on Victorybit and I think that I still see some characteristic phrases used in AI-generated posts. However, this was only a quick glance I just did and I could be mistaken. On the one hand, I'd like to agree with you and provide a second chance, but on the other hand, there's no guarantee that they simply haven't "smartened up" and aren't using other ways to hide their posts from being detected, or won't do in the future after being accepted in a signature campaign.

It's currently midnight, but I'll make sure to do a thorough check after I return home from work tomorrow.

A quick look on Victorybit and I think that I still see some characteristic phrases used in AI-generated posts. However, this was only a quick glance I just did and I could be mistaken. Yeah, I was under the impression that I saw some posts that could have been AI, but I was wrong, I don't see anything out of the ordinary in any of the two users. The posts aren't anything great, but at least it seems that they aren't using AI, perhaps they could be given another chance (I saw victorybit had applied to a signature campaign), by deleting the neutral tags or adjusting them, claiming that they did use AI in the past but no longer do. Whatever you think is fair.

P.S. I am now seeing that the tags are deleted from Victorybit

Well, I partly agree, but it solely depends on the user in question. Personally, my English level is at a decent level and I can communicate what I want perfectly, with no issues, thus, there's no need to use such a service. However, someone who lacks basic knowledge of English cannot, and resort to correctors in order to make their text appear better. I've seen even a few legendary members who I wished they had their posts fixed through Quillbot or Grammarly, because you can hardly understand what they're trying to say, and these members often get ignored, because you can hardly have a proper discussion with someone who can't communicate English on a similar level as yours.

The bad hyphen is called an "emdash," and yeah, its not part of a normal keyboard layout, so why would anybody use it when you can use a regular hyphen or even "--" to really get the pause across to the reader.

But I'd just as soon not spill the beans too publicly that using the emdash is a dead giveaway for AI spam. (its not new news actually). Then they might actually change it to a normal hyphen which would make it 20-50% harder to get caught.
