The better way is you enter the decred matrix, then enter support channel and talk with the dev team
Just click on matrix and create an account on the decred server

In version 1.4 a hardfork vote was held for the implementation of the lightning network.
As you took time to upgrade, your blockchain is now unrecognized and generates this problem.
You need to delete the blockchain and reinstall a new one.
After that, download the blockchain again.
This is the path to the folder in windows:
 

%appdata%\Dcrd\data
or
%localappdata%\Dcrd\data

If you do not know how to do this, the easiest way is to uninstall the wallet and reinstall using the seed.
