The fee rate used to send out the transaction is quite low, and unfortunately the transaction also has no RBF enabled.
In this unstable mempool situation, maybe one thing [banned mixer] should try to do is implement RBF enabled transactions; if that's possible with mixers. It would be much easier to bump up the transaction fees in such cases.
