I don't think that people have understood how big this is, I'm not french, but they were speaking about crypto currencies and he said something like, the bitcoin of french, ark ecosystem. If french governement will back ark , it will blow any other crypto ecosystems away (maybe except eth because it's just too big now)

Ark is DPOS. Delegated POS. This means you vote for 1 delegate and you receive a portion of the Ark they forge(create/mine/...). But you have to vote for a delegate that is active and will actually pay.
