Latest thing I started playing with is Spectrum and RGB...colored coins for the Lightning Network. I have been trying to figure out how this can be done for quite a while, it appears someone has figured it out. So I will be delving deeply into the guts to figure it all out.

I am looking at decentralized partial ownership structures for titling seastead homes.

While there are shitcoin solutions, they will come and they will go. I would rather have something that is very likely to last at least 100 years like Bitcoin will.

CME Group Announces Jan. 13, 2020 Launch for Bitcoin Options

CHICAGO, Nov. 12, 2019 /PRNewswire/ -- CME Group, the world's leading and most diverse derivatives marketplace, today announced options on its Bitcoin futures contracts will be available for trading starting Jan. 13, 2020, pending regulatory review.

Average daily volume of 6,500+ contracts in 2019, equivalent to about 32,500 bitcoin
22 successful futures expiration settlements since launch
3,500+ individual accounts trading
47 percent of trading volume is from outside the U.S.
CME Group is the only derivatives marketplace where customers can hedge or trade benchmark options on futures across every investable asset class, with average daily options volume of 4.3 million contracts in 2019 to date.

That is an interesting use case scenario for LN indeed.

As a non-LN but still bitcoin solution, had you considered using Omni Layer or Counterparty? I never really messed around with Omni, but I know Counterparty works quite well. Granted if the Counterwallet server went down you would have to switch to a Counterparty-friendly wallet, but there's quite a few of them:

As you are probably aware, the downside is you do have to pay the full transaction fee every time you want to make an asset-related transaction, whether its putting up a bid on their DEX, creating them, moving them around or whatever. To me it seems like a more stable alternative than Lightning at the moment, but you know, times change.

As far as I know the project is officially on hold as the repo maintainer and PM (Aleikos Filini) is busy doing other stuff @Blockstream.

Looks like it. It appears that Maxim Orlovsky is moving forward with it as well as a decentralized file storage solution over LN.

If it's possible I am fine with helping to make it happen. I just need to read the specs over and over again until it all clicks. I am still a bit hazy on the details of LN outside of the big picture so I have a lot of work ahead of me.

The only reason you are correct here is because he was analyzing the wrong set of blocks, which you didn't know until right now. The fuckup happened in a block previous to 600,000 -- read below.

It is glaringly a dispositive. During the previous 10,000 block period there were exactly 6 penalty transactions totaling 0.09746883 BTC.

If his counterparties were on the beneficial side of a stale closing tx, what is their incentive to issue a penalty? They stand to win more through just letting the mistaken stale tx broadcasts lie as is. Seems we need to at least consider that possibility before closing the case. As at least one scenario.

It seems like this guy did everything wrong on purpose. Its hard to believe someone would crash through several safeguards so recklessly if he cared at all about his BTC. My bet is when his funds are restored it will surface that the total "lost" was far less than 4 BTC.
