The difference between Manchester City squad and Arsenal’s is the age difference. These Manchester City players you just mentioned are above 27 except Halaand. Arsenal have a policy which is to identify younger players and bring them to the team. They have added a few overage (>25) players and we have seen how far these players have taken them.

Arteta want to reinforce his team ahead of next season. They have many competitions to participate in and they will need some rotation in these games instead of featuring your first team and risking them to fatigue and tiredness.
