I dont think Guardiola can decide a lot in the current situation.
Besides the fact that Manchester city is still under investigation for the Financial fair play violation, he is expected to leave the club at the end of the year as he said.

If it was the infinite money cheat only, then something's utterly wrong with Chelsea. Correct me if I am wrong, but there is a number of teams in the Premier League that has spent far more than Manchester City in the last five years or so. But I am not sure though and sources differ, I am only certain that if the money hack were to be true automatically, Chelsea should be in front of Manchester City almost every single season for several years now. The total is now 44 players and only 19 will be registered to play in the EPL next season. There are even 3 players in 2 days that Chelsea brought in. His preseason gametime is really good IMO, some fans have a strong believe that the team should give him another chance this season. On the other hand, pre-season games don't translate well into Premier League or Champions League matches. I guess they have other considerations on why Slot would sell him, considering his track record with young players aren't that bad. Personally I'm a bit surprised by this decision too, especially if they're doing this to buy another midfielder that cost 60 million euro or more. Anyway, hindsight is not a reliable metric so let's see whether this is the right decision or not.

Another brilliant transfer. I must admit that if Manchester United is acting like a real club. I was never expecting this to happen with Manchester United. Some news said United set a low budget for Ten Hag. But, with all of United's transfers...

Chelsea FC might encounter several issues this season and their problem would not be squad depth or lack of experienced players but rotation of squad depth, it not a bad idea to sign youngsters but I've noticed that most of the players are being loaned back to develop better, it could be very beneficial to them in future but not this season cause if you observe the squad you'll see that their are many youngsters with little experience moreover they'll be playing in the Conference League so I wonder if Enzo Maresca would do better in the Conference League with those players that lack experience. If this deal is successful, they will indirectly be like cultivating goalkeepers because this is the 8th goalkeeper they have brought in after Kepa returned after a loan from Madrid and Filip Jorgensen who was brought in from Villarreal last month.
They don't seem to realize the situation so they don't seem to care about the money that is burned just for the ambition of bringing in players.

No one would say the reshuffle was a mistake as long as it was in line with what they should have done, but for now Chelsea are overextended and they can't control the activities they do in looking for players that even seem unnecessary.
8 goalkeepers? for what? This is what makes me not really understand what Todd wants to do in management and what he says for Chelsea's transformation. Even though there are still several goalkeepers they have just brought in but they don't seem to care about the number of goalkeepers they have and are looking for more goalkeepers so this is quite a drain on money that they don't really need to do.

Matthijs de Ligt would be a good plus for a Manchester United defense that is ravaged by injuries. Leny Yoro injury that would sideline him for three months conflicted the defensive problems of Erik ten Hag's side. I saw in a YouTube video or in a clip that Rodrigo has said that he actually likes competition and he would like to stay at Real Madrid and prove himself to the whole world. I tried to find it but I did not. So I guess I cannot prove it.

But if we actually think about it his going to Manchester City is not going to change too many things. In Real Madrid his competition is Mbappé who is arguably the best player in the world. And if he goes to Manchester City, his competition is going to be Haaland who is arguably the second-best player in the world. I think it will be better for him to stay at Real Madrid because Real Madrid knows how to use a certain player. I’m not saying Manchester City cannot do that but I feel like he is going to get less chances at Manchester City than he is going to get at Real Madrid. Just a feeling though.

There is another reason why Liverpool sold Fabio Carvalho and this reason is very valid if we look at their current situation.

Do you still remember Liverpool's main target, Martin Zubimendi? and yes that is why Liverpool must sell him considering they need additional funds to be able to sign him from Real Sociedad.

I think this might be Arne Slot's request because we know that since his arrival there has been no new player he is targeting who has landed at Anfield and with his arrival it will make it easier for Arne Slot to carry out his strategy very well. Fabio Carvalho is not a bad player and he is quite good for his age but Liverpool must sacrifice him for the progress of the club and I think Fabio Carvalho should know that.
