Usually these kind of solutions need a lot of money to be purchased. But PD probably loses more when it is not operational

that someone must be a big loser on PD or maybe hired by a big loser that's why he/she/they is/are very persistent and very eager to  down PD but he/she/they won't succeed because PD team will definitely do their very best to cope with it and as you said, to prevent such incidents in the near future

It is also up on side and working smoothly like before, it seems you have problem with your internet connection maybe you have poor connectivity that is why it stuck on loading screen.

Well try clearing your browser's cache or use a different browser,whenever I encounter problem like this I try switching browser/clear cache.

But the admins are working hard on it! Their expectation is that the next fix will put a stop to the DDoS downtimes for good.
