That would not be good at all.. Banning people because they win. The max payout per bet (the max bet aswell) will be lowered.

I highly doubt primedice would lose in the long run. Look at AKcoinminer, he started off well but ended with a huge negative profit. House always wins in the long run, no matter what. If you stop him from betting right now, you would lose the chance of regaining 1k BTC.
