Just read the GDPR, almost all countries outside the EU accept this Law already on may 25th 2016, When visitors from EU countries come on your website, You have to accept the GDPR.
The only thing what happens when a visitor don't accept an cookie, the visitor only can read what's on the website, when the visitor will register/join, the visitor MUST accept cookies otherwise the website MAY block You from registering/joining.
