I agree with you, if we aren't in an ICO bubble I don't know what this is but there are only two types of ICOs collecting much money nowadays, the ones investing a shitload of money into marketing and the ones showing an alpha/demo at least.

According to roadmap demo can be released at Q2 or Q3 2018. Shame we didn't see any product before ICO but if you like the idea, you can invest it.

If they don't show something this involves a lot more risk than it would if they have a working product. Although I think the devs will build a beta as fast as possible.
