NEO is a Chinese project and when the Chinese government allows ICO, I think there will be strong growth. Cardano does not have such powerful support in the form of the strongest economy of the world and the future is vague.

That is right, as long as the team reached the soft cap then they can continue to developed their platform. Soft cap is enough to fund the project and it is a plus factor if they can successfully reached their hard cap at 100%.
