Ideally there can never be too many participants for a bounty program from the project's perspective unless the bounty pool is capped, I.e. from a hunters perspective it means 2 things when a bounty has so much participants,
1.  the project is great and everyone wants a piece of the tokens

In my opinion and to be honest I do not think that it is worth to particiapte in twitter or facebook bounties. The only time i took part in twitter bounty was for an ICO about a year ago and that time also I hardly got 30$ of tokens, i cant image what would be the situation is now.
Instead try content/article writing campaigns.

I think most of bounty program are strict on there rule but the problem here was it so many bot account still joining in campaign and more bounty hunters was big help on bounty programs because it helps a lot to find more investors.
