If we are going to based on the how the price really surge, I don't think its a bubble because unlike bitcoin, ETH has technology that is can offer - Smart Contracts. Most of the world has yet to see any real value attributed to ETH. When cryptocurrency has scaled and it's starting to be used globally by big companies, the real rush will come. What we seen was a global recognition of crypto and then a quick slump when people realised that it actually has no real worth yet.

I agree with you only in one thing - the problem of scalability with ETH has not been solved. Yes, the price of bitcoin and eth in late 2017 and start of 2018 was indeed a bubble. One of the reason why eth price is down at 400 usd. Because some ICO's are selling there eth for fiat. Because we  need fiat currency to operate the business. And also the market is red again and bitcoin price is down. It make sense that eth will fall because eth/btc pairing is main trade of eth in market.

The reality of a bubble is dependant on the crypto environment as a whole. If Bitcoin drops to 0 or is deemed un usable cryptocurrency then other coins may be impacted. What I know is that Bitcoin and Ethereum are both not in a bubble, it did not happen and I think will never happen this year or maybe next year. Although they both made tremendous gains in 2017 they're just in a bear market. At the time of writing, the total Market Cap of all cryptos is $211 billion based on coinmarketcap.com and that's still small compared to the tech bubble that happened in the year 2000 that grew to about $1.7 trillion before it burst. The price of ethereum falls after the general fall of the crypto-currency market.
