I think now its quite clear that India is not hosting any WC this year. BCCI officials were delaying the final confirmation to ICC regarding WC but after IPL drama they already lost the little leverage they had under their belt. Now it would be ridiculous if BCCI making new excuses.

If that was the case, then the ICC could have gone ahead with the original plan of scheduling the World Cup on October 2020. It was pushed to 2021 for two reasons. The first one was to accommodate the calendar for IPL 2020, and the second reason was to stage the world cup in India. Apart from UAE, Sri Lanka is also being talked about as the alternate venue. But I don't think that they have enough facilities to host such a large tournament.

India is a country with 1.4 billion people and it is always easy to blame the government when the people themselves are responsible for this situation. No one predicted this jump in the infections and by March, the daily number of cases was as low as 8,000. This has jumped to 350,000-400,000. But the BCCI was wrong to conduct the tournament in a country where the vaccination drive covered only 2% of the population. The advantage with UAE is that a majority of the population there have been vaccinated.
I do agree that the country has a huge population of 1.4 billion but i am sure it is split into different Provinces and with a huge population like that and they are one of the largest countries in terms of area as well so i expect each provinces will have an administration that would over look these situations and if they fall back and did not do their job then the entire country will suffer. Every experts predicted the jump and you can see many numerous reports online warning India about a second wave coming and i have seen a video where the PM was talking about defeating the virus a few months ago even though warnings were given and it shows a complete lack of understanding the gravity of the situation globally.

And better still, they have stated that players from other franchises will be free to join these private flights. For the Australian players, the charter flight will first take them to Maldives, where they will spend 10 days in quarantine, before resuming their journey towards Australia. Great news though but overseas players from other players might not be able to join even if they wanted to since the spread already crossed their bio bubble so its not possible to find who is infected with the virus or else they have to take multiple tests and quarantine before joining to fly to their nation.

Its not acceptable that other franchises are not in such financial status to care their players because almost every franchise owned by the rich individuals.

It is a very tricky situation. According to the contract obligations, the owners of the franchise are not responsible for the players. it is the duty of the franchise. And many of the franchises have suffered financial losses due to the suspension of the tournament, and they are using that excuse for not helping the players. In case of Mumbai Indians, the owner (Nita Ambani) decided to spend money out of her own pocket to arrange flights for the players. As such, she is not required to do so, in a legal sense.

It is not clear what their decision would be, it is clear that they failed to conduct the IPL during a crisis and they should have moved the entire tournament to Dubai like they did last year and if so they could have conducted them successfully. Regarding the World Cup i do not think any other country will be coming forward to host them this late and i think India will take them back to Dubai.
I'm expecting update by end of May. ICC officials already busy with the formalities and surprisingly quite active with back to back meetings.

@Vishnu.Reang Sri Lanka's chances are slim, most probably it would go directly to UAE. Australia is good option too, Newzealand is also close so they could think about sharing hosting rights with each others.

I know. Right now UAE is having a probability of around 99%. Australia could have been a great option, as they have a number of really beautiful stadiums. But when the government is not even allowing Australian players from India back to that country, you can't really expect them to be in favor of conducting the T20 World Cup there. The same with New Zealand as well. I don't expect a favorable response from the government there.

They are taking care of their players in a mutually beneficial manner which is smart, but there is nothing exceptional about this. Other franchises are being stingy when they could have easily done the same.

Right now UAE is having a probability of around 99%.
UAE is the perfect decision strategically in my opinion after witnessing IPL 2020 being conducted successfully there.

But it doesn't mean other franchise owners are not rich they are also rich as far as I know but since they have no obligation to do it then they won't go for it. I am not going to disagree. But Nita Ambani was under no obligation to arrange chartered flights. Still she spent money out of her pocket to arrange them. The other franchises are also headed by billionaires. For example, RCB is owned by Vijay Mallya and Punjab Kings is owned by Ness Wadia. Sun TV Network is the owner of SRH, while the richest Indian actor (Shah Rukh Khan) owns the Kolkata Knight Riders franchise. Delhi Capitals is owned by the family of Savitri Jindal (whose net wealth is estimated at $13 billion).

The franchise and the IPL governing body does have obligations to the players which were present during these situation and why would they want to stay in India far away from family members if they are not having any work and that too living in a bubble that is not even secure. You cannot wash your hand and say that you do not have any obligations, you need to take care of them and make sure they reach home safely rather than asking them to stay here in India.

So, what is the final decision on overseas players? Will BCCI will talk to Australia government to open doors for their own citizens or not? I guess for other countries, only flight is the problem but for Australia alone, even on a private jet, they cannot enter, right? I guess situation will get solved in favor of players; let's wait and watch.

After all, I guess we may not see T20I world cup in India this year. It may be shifted to some other countries where pandemic is not severe unlike the situations of India.

The situations are changing on a daily basis and it looks like we are back to square one when everything started last year as the situation is changing drastically and it would be great if Australia or New Zealand conduct the T20 World cup tournament but they are aware of the changing situations and hence i doubt they will accept the challenge. The logical solution is India hosting the tournament but moving them to Dubai if their government allows sporting activities.

It is just a formality now. Medical experts are claiming that the third wave of the COVID 19 pandemic hasn't yet peaked in India and the peak will come sometime later this month, or by the next month. It is very simple - India will not be in a condition to host a major tournament such as the T20 world cup anytime soon. The BCCI can play delaying games, but it didn't worked well for them during the IPL 2021. The sooner they allow the tournament to be shifted to the UAE, that much better for everyone.

The way India has managed pandemic till now, I do not think this issue will be over in just a month or two. The second wave will continue to create more havoc as the second wave has shifted to the rural areas. It is nearly impossible to organise any kind of sporting event now. Therefore BCCI has to shift IPL to a different location and also the T20 world cup. Simply delaying the decision will not help them.

The way India has managed pandemic till now, I do not think this issue will be over in just a month or two. The second wave will continue to create more havoc as the second wave has shifted to the rural areas. It is nearly impossible to organise any kind of sporting event now. Therefore BCCI has to shift IPL to a different location and also the T20 world cup. Simply delaying the decision will not help them.

The pandemic has been ravaging India for the last 14 months. There was a brief lull during January-February 2021, but even during this period a lot of people were dying from COVID. Ideally all the sporting events should have been called off. The BCCI did the right thing by scheduling the IPL 2020 in United Arab Emirates. UAE is not crowded like the Indian cities and therefore the risk of virus spreading as a result of the tournament was low. But aftre the success of IPL 2020, I guess the BCCI bosses got overconfident. It was the mistake of their lives to schedule IPL 2021 in India. I just hope that they will not repeat this mistake anytime during this year.

But it doesn't mean other franchise owners are not rich they are also rich as far as I know but since they have no obligation to do it then they won't go for it. And it also not advisable to leave India now which may be a reason for spread in other country so staying here until everything becomes normal is wise which can be affordable I guess.
The franchise and the IPL governing body does have obligations to the players which were present during these situation and why would they want to stay in India far away from family members if they are not having any work and that too living in a bubble that is not even secure. You cannot wash your hand and say that you do not have any obligations, you need to take care of them and make sure they reach home safely rather than asking them to stay here in India.
Just take a look at another point of view, cricket players are humans too since the virus started to spread inside the bubble already so if they are going to leave into their country then they have potential risk for being a cause of new strain into their country unintentionally that's why my opinion was here to stay if it is possible.

BCCI has already comitted a blunder by ignoring the pandemic situation and still going ahead with the tournament in cities which are a hub of the virus. What happened cannot be changed now and for the tournament to be completed they need to decide on a location. Ideally UAE will  be the best place to restart the tournament as most of their citizens have been already vaccinated and the situation is far much better than India. But, relocating such a big event will require time and a lot of money. We need to wait and watch for their next step.

Most of the overseas players from the IPL tournament were out of the country now but most of them moved to another country and they will complete their quarantine period before moving to the native countries but not sure what is happening with Australian players.

And it looks like both the T20 wc and remaining IPL will be hosted from UAE since it is the best and reliable compared to other venues.

Still waiting for the confirmation. From what I heard, the BCCI is still resisting the move, claiming that the situation in India will soon come under control. I am not sure how they reach such a conclusion, since cases are sharply increasing in states such as Uttar Pradesh and Karnataka. The BCCI is behaving not just foolishly, but they are also treating the ICC and other cricket boards with a lot of contempt.

BTW, the latest news from IPL is that Tim Seifert has become the first overseas player to test positive for COVID 19. He was a part of the Kolkata Knight Riders squad (which reported multiple positive cases among the players earlier). Seifert will undergo treatment at a private hospital in Chennai. Apart from Seifert, Michael Hussey (the batting coach of Chennai Super Kings) had tested positive previously.
