I believe that there are many investors who lose their money while attending ICO scammers and who clearly make very valuable lessons in the future so we will be more careful in taking all future decisions when reintroducing the ICO, but not a few investors who choose to really left the ICO and preferred to trade because it was more profitable to buy a new token at the market than to buy it at ICO.

You are right and I agree with you, and many of them leave the ICO because they are disappointed because they were exposed to ICO fraud or other things that caused major failures and losses so they chose to stay away from ICO.

maybe if the market has changed and the ICO has improved again maybe there is still a chance to profit from the ICO so investors return to the ICO.

I think if the team will receive a license to conduct an ico company, then this will already give certain guarantees for those cryptocurrency users who will invest their money and take part in this project. It will also increase the responsibility of the team for the commitments.

After 2017 max ICO profits, ICO has since then been a high target for scammers but alas ICO will still survive on the long run ,bitorrent and fetch.ai has proven that, many investors are now getting smart and extremely more careful ,its really a good thing ,before we know it the scam rate will get lower and scammers won't make a dime from ICO anymore. I think action speaks more than words,no one wants to lose money to scam projects anymore so they are forced to learn how to spot good projects to invest in. Warning doesn't work but investors losing money does makes them learn.

It is sad to know that some investors were suffering huge losses from investing ICO which don't have any credibility to make gains after investing.
As usual observations, mostly all tokens coming from ICO were certainly dump after listing which it could give chances for them to buy more but the worst thing to see is that, it hardly to recover reaching again ICO price and more worst when it become dead.
