It isn't the same condition. Japan and Korea are close to the European countries than Qatar. Gulf countries have hot temperature and a hard weather condition. Playing in winter and having all necessary conditions to make this experience as comfortable as possible will reduce the impact on foreigners for sure but this will not be 100% effective of course.
Overall I think African teams could find it suitable there, Asians will impress us in some games and South Americans to show off. Europeans are the favourites but who knows
