Because if it's ambiguous, I believe you could check if it's an IP block or a domain block. If it's a domain block you could simply use another DNS. There are public Domain Name Servers everywhere, you could do a simple search.

In my country it is clear that casinos are illegal so often the internet blocks gambling sites, but we can still access casino sites by changing DNS or using a VPN...(but I rarely use a VPN myself).

As far as you know? What have you been reading then? It literally says in their ToS:

7.4. Any attempt to conceal your true location through the use of a VPN, proxy, or similar service or through the provision of incorrect or misleading information about your place of residence or location will constitute a breach of these Terms of Service.

That includes both place of residence and location, which are only things to hide that VPN is good for. I guess you could use VPN from same location where you live as a security proxy, but honestly i can't see any other option as ToS clearly forbids the usage of it.

I understand if you need to hide your location in case being an expat, because your place of residence wouldn't be on the restricted list, but that mention about location by itself seems to take away that option as well.

Recently my friend lost good amount just because of this he is living in country where casinos are having restrictions, and he was using VPN for long time as he won big amount suddenly things gone against him and site blocked his account with no withdrawal is allowed.

I find this VPN friendly thing funny to be honest. Not just Shuffle but most other casinos allow VPN and that makes sense of course, to maintain anonymity and privacy for the users.

But the thing that intrigues me the most is some streamers would open a slot and it says "not available in your region", then they would switch to a different country and play the same slot.
