For a static website, yeah it's quite cheap. You can literally get a super basic VPS for as low as $1 per month. A .com domain costs around $15 per year ($1,25 per month). At the end of the day you can have something like what PX-Z did for $2/month. Very cheap, indeed.

Fun fact, I'm going to pay $40 this year ($3,33/month) for my ninjastic.space domain, because .space domains are just more expensive. The VPS also cost more since I'm running several bots, databases, heavier websites... around $26 per month.

It’s just a hobby. I've been doing similar community-related projects for years. I also run a site and telegram bots used on altcoinstalks for the same purpose. The payment in my betpanda signature campaign is enough for that to maintain actually.
