What can be done to get the network operational again?  The diff of 938,000 is way, way too high for the current hashrate.  Hard to say what the current diff should be since the wallet does not support networkhashps, but I am guessing it should be around 70k to maintain the 8-minute per block coin spec.

That's great, and will allow us to see how pharked up the network is, but doesn't really "fix" anything.  What about the diff readjustment algo itself?

Since there are only 2014 coins, I assume at some point the block reward will drop to zero.  What happens after that?  How can the network process transactions if no one is mining?

The multipool is nearly ready for automated, more frequent payouts. It will be paying tx fees each time a miner is paid out, which will be paid to miners of MMXIV

Still not answering my question.  You are assuming that there will still be people mining for transaction fees only, which I think is very unlikely.

Minining for transaction fees only is silly.  MMXIV fees are already very very low and the coin isn't worth enough to throw any hashpower towards the network for a chance at getting a tiny fractions of MMXIV.

The pool is now at least 2-3 days behind on payouts and will always remain that way until the network is fixed, because it takes 2-3 days to confirm all the transfers necessary to make payouts.  A coin which takes 24+ hours to confirm a transaction is not a viable cryptocurrency.

Is it possible to solomine MMXIV with CGMiner? For Windows, it's just a matter of running the mmxiv-qt (and having it configured right) and then pointing cgminer to the local host, right, just like bitcoin?
