if you look at the gpu usage of my pascal miner, you'll see it's at 99% or 100% always.
The "official" one is much lower, though. It just doesn't make use of the full capacity.
But it's sha256d and, being the first ever gpu miner algo, and being worked on to death, I don't think there is much room to improve on it.

100% utilization isn't the same thing as a GPU being fully utilized... Difference in power consumption for instance...

Not sure how much it was 'worked to death'. Sha256 being bitcoin was taken over by FPGAs and then ASICs before mining ever took off. Mining has matured immensely in the last five years or so. It's been just that long since SHA256 was really used on GPUs.

sha256 has been used a lot even recently, for example in LBRY, M7, veltor, etc.

As for Decred, I get around 2,4 GHASH with a GTX 1070 Foudner Edition 65% TDP  +200 core with ccminer 1.8.4. Same thing for 1.7.1

I get 3.1GHASH on the gtx 1070 with max oc. But it trottle down to 2.9-3

It is the fastest miner currently, getting about 2900+ MH/s.

But it should do 3.1. Gpu-z is showing termal problems, and the gpu is clocking down from 2100 to 1900.. But my gpu is less than 60 degrees..

It takes like half a minute for all the cards to start hashing on a dualcore Pentium but after that it's going great (100% GPU usage) so you topped the default intensity.

Gigabyte GTX 1070 G1 with +80 Mhz core OC and stock memory:
 - at 80% TDP I get 2.71 Gh/s;
 - at 100% TDP I get 2.8 Gh/s;
 - at 111% TDP I get 2.94 Gh/s without temp throttling (above my go to temp target).

I could OC higher but won't bother. At 2.8 Gh/s it's $1.59 per day at the moment which is not very good.

PS: None of my G1's are stable at 2100 Mhz for more than a few minutes.

100% inline with my results. I also clock my cards to 2000 Mhz exactly, not stable to go above in multi-gpu rig.
