Yes they want to scare away few clubs for proceeding for Osimhen but I would say they also want to make a huge profit out of this. Napoli knows what kind of gem he is and it is a great opportunity for them to make around 100m Euro profit out of his transfer (if happens). It might kinda bite off them in the ass in the end if Osimhen comes with a feeling that by staying at Napoli, he is losing opportunities for even more bigger clubs. In that scenarios, Osimhen might reject contract extensions and might go for free.
As of now current scenario is that Osimhen will stay [as said by Napoli president] so I think Napoli has the leash of the situation, might change in few years though.
