Besides the PR team, lack of productivity is the biggest reason why ICOs fail.
A project, not having any good enough products or services to provide to the public, is never going to stay for so long because the investors are the public, and if they don't see anything interesting in a project, they won't invest in it knowing it won't succeed at all.
Just have a look at the products from the past that have been successful. They all had some useful things to offer to their investors, and their work wasn't invisible to the eye like the most of them today. So that is basically the biggest reason why ICOs fail, because you cannot get a project to the highest level of success if it doesn't have anything to offer, no matter how good the PR team is.

Beside that fact that Lending section is used for negative purposes by a lot of people, it is actually to help the community with what they need on the basis of a valid collateral.
Now, we all know that most of the spam posts or phishing activities are done with new accounts, but what if there are some genuine users with new ranks which hold something valid to be used as a collateral and they are in need of a loan? Even if the restriction is lifted if you buy Copper membership, it would again require some money to do that.

@Zapo, can you please reduce the posts required to be posted in Altcoin sections? I find it really difficult to post anything constructive anywhere out there, and I just feel it would make me look like a spammer if I just jump into a Mega Spam Thread and write something without any proper reasoning.
So maybe make them 2 or 3 posts a week in that section, so that the one's that are not actually very active in those boards be more comfortable. (?)

1) Make it so that posts from lower ranked members don't bump the thread to the top (ideally up to Member)

They will probably start doing it with accounts >= Member that either have positive or negative trust. If they don't have them, they will start buying them in chunks from people as it does not cost a lot to buy a negative trusted account because people don't use them after they get tagged and everyone would rush in to sell them if they see an opportunity.
So maybe, in addition to that, any post from an account with any rank should not bump a thread to the top if it is red tagged. That might make it a little more workable.
 
2) Get rid of the Announcement board completely and instead charge ICOs a fee to list here and once they do they get their own sub board in the Alt Coin section.

Not sure how getting rid of the Announcement board would turn out, but I really like the idea of ICOs paying a certain fee for their listings and running bounties in the forum. I have always wondered why there hasn't been anything like that up until now.

Why to avail that service? Just because your account is not being recovered, it doesn't mean you should buy another high ranked account and get a fresh start, and by the way, that won't be fresh at all. If you want to start fresh again, simply create one more account with the same name, which you did, and start from there again. I know it is unfortunate to lose your account that you have been using for so long, but unless your primary focus is signature campaigns or bounty earnings, you should not be looking for another account having the same high rank that you have lost with your account.
You are not going to get your trust back, if you had any, with a new account, nor you will be welcomed by anyone for anything if they know you have a bought account, as it is highly discouraged to trade accounts.

Unfortunately, Twitter, for many is a different thing now a days and they approach it for a completely different reason than what it actually is for.
As we all can see the increasing growth of new projects representing them with their own coins most of the times. These coins run on Ethereum blockchain and are known as ERC20 Tokens. Now the project's marketing team turns its face into the direction of this forum before all other alternatives of promoting their project. They start bounties to award people to share their project with the people they are connected with in different social media platforms. Now, that in itself is not a bad thing, but what people does is they rush themselves to get as many followers/friends as possible in a very short period of time. And that is where the correct usage of these platforms is compromised.

So, I would simply say, for what I see these days, that people gather on these social platforms for only one reasons:

1) To get enough followers to meet the requirements of the bounties. And then complete the specified tasks and enjoy a few bucks, or maybe more, I don't know.

Its harsh, but it is the truth, partly, if not complete.

The one that has the highest number of old and knowledgeable users for a longer time will win, and that is bitcointalk right now, and it will be bitcointalk in future too.
A forum gets traffic only if there is something that attracts the people outside it. And bitcointalk is full of them. We have knowledge, we have people from every field of life if you want something done, people with different interests if you want something to be promoted, and we have a very lot of them. So, I don't really think anyone would really leave all this and run to a forum that is too new to even give you the knowledge you require, or fulfill your very need.

Wait, why do you beg to get your account back while you suggest others to buy new accounts and get a fresh start?  Huh I don't really get that.
Either you have bought an account secretly and started fresh from that already, which is unknown to any of us right now, or your hacked account was also a bought one which doesn't really make you feel that bad as you have not been nurturing it for years like others, and now you have created another account named after that to make it look like it was originally yours. Because if I was in your situation where I lost my very own account that I have been using for months or years now, I would never ask someone else to forget about his and start fresh, as I would understand his feelings.

P.S: The same thing applies to the other guy as well, I know, but you shouldn't be saying to him that he should buy a new account and get a fresh start, no matter what the reality is. Trading accounts is not a decent practice anyway.

This could have been an interesting discussion if the accounts he is trying to sell were revealed by you. Without that, there is nothing new to discuss as you can find a lot of people trying to sell accounts in Auctions or Digital Goods sections with different low level accounts they don't care about. It can only make them lose something if the accounts they mean to sell get red tagged before they are given to the buyer. After that, if he still manages to sell it, the buyer is screwed which is a good thing too, and if he can't get it out of his hands, he is screwed for a few hundred bucks he has been harvesting all this time.

Your merits represent your constructiveness, but it does not mean that you are not supposed to pass the post quality phase in a campaign or something. Even the shittiest posters can meet the merit requirements in some cases, but that does not make them qualified for the position they are seeking.

I think its just fine. The discussions posted there are not really too off-topic for the section. But again, if you dig very deep you will probably find a few posts or a thread or two that are not supposedly meant to be posted there but that is more than normal for me seeing the current situation of spam in the forum. Not every person cares about the section they are posting their stuff, and by that I mean the spammers, who are the reason behind every second discussion in the Meta section these days. But, that being too little compared to other sections of the forum, I think is bearable. A discussion as long as is not promoting something or is extremely off-topic is just fine to be posted in that section, IMO.

I disagree. I think requiring at least one merit requirement will go a long way to curbing bots and farmers from ranking up to Junior. Besides, if someone was abusing their merit in this way it would become very easy to spot the abuse once they started only meriting newbies or blatant bots with crap posts. Your merit source doesn't last long either and they'll soon run out, but I still think it will be more of a giveaway if they start meriting their own accounts rather than a hindrance.

You have all the rights to disagree. My point was that people with hundreds or thousands of accounts having Member or higher ranks won't really let a simple step of 1 merit requirement completely stop them from doing all this. And, I don't really think they will get a lot of attention if every time they use a different account created in a different date for meriting each of their new accounts. I say that because I know or I can assume how large their collections can be.

There should probably be something more practical to the cause, that should stop this for good, and I know it is not a piece of cake to come up with something that can tackle such actions, but there is no other choice.

It's one of the better options we have, but without other suggestions I don't think you should shoot it down.

That is true. I shouldn't have said that if I wasn't proposing a solution myself. But I just believe we can partly stop this with that, and that is why I said there should be something more aggressive than that to kill the roots, at least for a while.

Not really sure about the reporting-based boards, but merit-based boards sounds like a very good idea to me.
The boards should be visible to everyone, but only people with required merit count should be able to post new threads or participate in discussions. In that way, the genuine new members would have the chance to read and learn the things in there, or maybe get some motivation from the discussions of that board, and then try to earn their place in that board by becoming more and more constructive for the community.
