This call for proposals is open to all researchers who work in the developing world. Researchers are encouraged to submit proposals that involve a partnership with universities or other organizations in the developing world.
 
Deadline for submission: January 9, 2012. Decisions will be announced by mid-March 2012.

IMTFI is soliciting proposals for original scholarly research on mobile money services and platforms, the harnessing of new and existing social and technological infrastructures to promote savings and other forms of value storage and the facilitation of payments at scale for poor people in the developing world.

Research will focus on whether and how mobile money, agent networks, or other new systems for money savings and transfer are improving poor people’s ability to handle the setbacks and structural conditions that pull them into or keep them in poverty.

IMTFI is most keenly interested in value storage as is combined with payment capability (medium of exchange) and in how new types of value storage and exchange media have the potential to be transformative in the lives of the poor. Value storage might include state-issued currency but also livestock, land, gifts of labor, jewelry and other valuables, cards, and the use of mobile phones or other electronic devices.

Research proposals are especially welcomed that address elements of mobile money as a platform. That is: how is mobile money, as a hardware and software architecture, serving as a foundation for new services and functions? Or, how does it have the potential to do so?

Of course, the order books can't handle a lot of volume without the price moving but the spreads for these two currencies are usually respectible.

The spreads with the other two currencies Intersango supports, USD and PLN, can gap.  At this time the spread for USD is just a few cents between the bid and ask though.

They don't use m-pesa as a store of value.  But they could use bitcoins as a store of value (though there is a lot of volatility with bitcoin yet).  Either way, fees to the carrier suck out a chunk of each m-pesa transaction.  Bitcoin fees are trivially small in comparison, once you already have converted from fiat.
 
Bitcoins can be used by mobile users, both businesses and customers.

The reason you won't find many places to trade your PayPal for BTC is that Bitcoin trasnactions are non-repudiable ... the transaction cannot be either cancelled or reversed.

The question and your response raise a flag though.  Is there issues as far as where you are located?  Had you been in the U.S. at the time the Dwolla funds were deposited through the time they were transferred to Mt. Gox?

I have noticed that even though the value of BTC in terms of USD is going up in the past few days, the value on the Market Data graph shown on tradehill doesn't change for the INR currency.

As a result of this, BTC value in INR remains static and a loss for the people who want to withdraw funds in this currency. Is there a reason why this is so

There was a tiny bit of trading activity recently.  Here's the one month chart:

Considering the INR/USD conversion, the order book currently shows the BTC/INR bid of 155 to be similar to about a $3 BTC/USD buy order and the BTC/INR ask of 225 to be similar to about a $4.25 USD sell order.  The reason that spread is so wide is because there hasn't been bidders that have increased their bids.  At the same time, the INR/USD has been collapsing making the 155 bid go from possibly being competitive a few days ago to being a poor price today.

It is striking how much potential there is for Bitcoin in India and how little interest the currency has seen.  From remittance payments, to online purchases and more -- India should be (and likely will be some day) a Bitcoin powerhouse.

Should the scenario where these are printed in different denominations for use as private currency also be considered?  Think of a loyalty program where the customer is given these -- proportional to their volume of purchases.  They would be redeemable only with the merchant that issues them though.  The "invoice segment" might then need to be on durable paper.
