If you are prepared to wait for your card to be loaded forever (ages in fact... days and days and days up to a week of waiting) then WageCan might be a card worth considering. I use the word "might" and not "should" because I had this and recently closed it.

For one, the card is extremely expensive. It has a lifetime of 3 years and you are allowed an annual ATM transaction limit of 25k USD. If you hit this limit after a few months, you can use the card for non-ATM transactions only (store purchases etc).

Then you have the ATM withdrawal fee of $3 (minimum) or 2.5% (whichever of both is higher). Have a look at it here:

If, for example, you withdraw $100, then the fee for that is $3 (since 2.5% would be the lower of both). The more you withdraw, the higher the fee. So for OP's suggested monthly use of $1500 you should expect to pay:

1) The acquiring bank's ATM usage fee (the bank that owns the ATM you use in Palestine) and
2) WageCan's bank's fee of 2.5% of $1500 (which equates to $37.50)

Compare this to Wave Crest's once-off fee of $3 regardless of whether you withdraw $100 or their max transaction limit.

All of the above might still be tolerable for those who do not care about fees. What you will definitely find inconvenient is WageCan's arbitrary requests for reverification. This is the reason for my decision to have the card terminated and my account closed. I was fully verified to KYC level 2 for their Golden card which is their highest verification level. Two months later while loading USD $2k worth of coins my card was abruptly downgraded to level 1 (lower level with shitty limits). And they did this 4 days after I loaded... while I was waiting and wondering what was going on with the bitcoins I loaded.

I then asked what was going on and why they downgraded the account, they told me to do the entire thing again. Reverify (which takes ages to complete). To me, it looks like a stall mechanism because the downgrade happened a few days after I loaded the card with bitcoins and while they were still processing it. It seems to be a way for them to further stall or delay the loading process. They had a similar card last year (with a company called Transforex) and they did this same exact thing to me too. Abruptly suspended my fully verified account and asked me to redo the KYC reverification thing. They then rejected the second verification.

So you are fully verified a few months back, then they reject the second verification. Extremely inconsistent.

So in summary: if you decide to use this card, be sure to have a back up card funding source (a second card with enough back up money). You might be shopping or on a long queue to pay for that coffee, then boom you get that email asking you to reverify the account. Just imagine the inconvenience. It can happen anytime without warning.

All in all, I do not recommend the card. I now use Localbitcoins to convert my coins to fiat. It's not inconvenient. I have local sources who deposit money to my bank account within minutes after I open an escrow transaction. True, a card offers a more private transaction and the convenience of loading anytime. But then again, this particular card is not loaded in real time. It takes forever.

Verdict: I do not recommend anyone to use this card. The card works, yes, but the service levels are extremely inconsistent. Level 2 verification is never a final KYC assessment. You can be downgraded anytime arbitrarily and told to redo the entire procedure and submit documents again.

He is probably not happy because he was hoping to scam you more by sending as much fraudulent PayPal funds in one go before PayPal discovers the fraud and bursts the scam bubble. Which is why he is playing the tantrum and temper cards.

This kind of thread is a recipe for disaster. This is how scams are born. Bitcoin and PayPal.. and a swarm of newbies all trying to scam each other.

Be careful when considering offers from certain members here. Always use escrow and never ever ever ever transact (even when asked to divide the 25k AUD into smaller "test" amounts) with anyone here who asks you to send first.

Be careful of people selling ID scans (like one member above advertising it on his avatar). Selling ID scans is what a fraudster does. Selling identification or scans of it is fraud.

Always use a reputable escrow and be very cautious when you are invited to transact on Skype, WhatsApp, ICQ or any of those scammer's favorite venues for cheating people.

You should be alarmed. These exchanges always come up with devious ways to defraud members of the bitcoin community. I suggest you bombard them with reminders to return the bitcoins to you. Send them countless messages on their internal support system, their facebook and twitter pages, until they accept, acknowledge and recognize that perpetrating fraud is wrong and unconscionable.

This transaction system error you encountered is deliberately designed to confuse their clients. It is not for convenience. If you do not ask them to rectify the problem, I doubt they will voluntarily return the bitcoins to you. You have to consciously and proactively demand that they return your coins. Try not asking for it and they won't give it back. Fraudsters.

Fix the card dilemma and inform your customers of developments. Very irresponsible of your company's founder to fixate himself with luring people to invest in this ICO.

That is a little concerning to see since transferring such large amounts like this you would want to be confident in the person you are trading with has not problems or issues that can have any payments sent back for whatever reason.

Well, you should not only judge the OP in terms of being blocked by those 6 users. They could have been scammers who were unhappy about unsuccessful scam attempts or simply people who resent other people’s nauseatingly enormous wealth. You will be surprised with the kind of human beings you come across on LocalBitcoins. The true colors of humanity are glaringly evident on that site.

LocalBitcoins is an escrow system. If you trade correctly and follow their rules to the letter, it’s almost impossible to be scammed.

You can’t expect perfection. If you look at the overall picture, the account profile and performance indicators are fairly impeccable and impressive.

I can add about Mistertango that you can withdraw up to €200 once a month for free. And if it wasn't mentioned previously, EU residents can order free MasterCard debit card without monthly fees.

Correction to your post above: everyone can order their card, not just EU residents. I have their Hercus card and I don’t live in Europe. I got it without paying any fees. I can use it once a month up to 200 Euros without paying a fee. For amounts beyond 200 there is a modest fee which is OK.

The only thing I am not happy about is the card’s annual transaction limit of 20k Euros. But it’s not the end of the world. To expand my limits I simply move the money by SEPA to my account in Germany. Mistertango comes with an IBAN account which is the feature I love most.

If the sender is honest, then the transaction should instantly reflect on your wallet, even if it’s unconfirmed. If the sender lied, no amount of checking again and again will reveal any bitcoins.

So either that or you might have installed a rogue wallet.

Best way to move forward is to at least share the address in question so others here can help you understand what’s going on.

Ask the sender for the transaction ID.

Classifieds sites supporting crypto currency payments should be developed further. There is much potential in it because bitcoin and other coins are rapidly gaining a solid position as a preferred payment medium. How are trades done on that site? Is it similar to Craigslist? Or is the site owner involved in the transactions? Do advertisers have to pay to advertise?

I suggest you open a thread of your own so you can properly introduce this site to the community.

People are crapping on the Americans - but the thing is Bitfinex is dodgy. Their mysterious hack for example. It's no wonder the American regulators started asking questions.

Wasn't aware of that. I thought Bitfinex was doing that from its own initiative. Do you have any link to this request from American regulators? I don't see Bitfinex as dodgy. No more than Poloniex or Kraken (I have coins at all 3).

All three seem to be poorly mismanaged exchanges. The common denominator is the countless complaints here and elsewhere on the world wide web about account access being denied or limited. I’m surprised you’re relaxed about keeping coins in these three exchanges. Storing coins in any exchange is too risky these days. Arbitrary and random account blockage are too scary for me to contemplate or experience. I don’t mind if they take their sweet time verifying an empty account but if they restrict access to coins stored on the account, that’s the painful bit. I would have sleepless nights worrying about those coins. Uncertainty is never a pleasant thing.

CNP (card not present) transactions are a very high risk payment system so you can’t blame people for being paranoid.  Coinmama and Coinbase offer a card-based purchase platform but I am very sure it won’t be as simple as typing in the card number and expiry date. They will ask you to identify yourself and prove card ownership. You can also expect miserably low purchase limits after passing the verification procedure. That’s how paranoid the industry is. They know the tricks of carders and account phishers.

If he adds that one small critical detail about accepting and using escrow, then he has a better chance of attracting customers. It will be hard, especially for high-value products, to convince people to send bitcoins upfront, even if your brother has a good reputation in the Netherlands as a jeweller. This is because bitcoin is inherently susceptible to fraud. And also because of bitcoin being an irreversible payment method.

The escrow bit is my suggestion. Or look at it as a tip to improve your chances of expanding your business safely in the bitcoin community.

In that case I suggest you offer to pay for the 4 BTC like a “real seller and not kid”. Pay the $24,000+ the way honest adults pay such as offering a safe and non-reversible payment method for those coins. That’s what a real seller expects from a real buyer (and not kid).

And real buyers (not kids) stick to trading on this platform safely with escrow protection. They don’t offer icq or Skype which are notoriously a scammer’s favorite playground for privately stealing bitcoins without the vigilant eyes of this community’s adults.

If you do not live in a country allowed by Visa, then your VCC ceased to be valid on 15 October 2017. To reactivate the card, you must submit KYC documents showing and proving that you live in one of those countries in Europe approved for this card.

I have a plastic Visa card from Cryptopay and it is now inactive. I’m still waiting for an alternative solution.

If you are cost-conscious and need a cheaper card with a faster loading time, consider Mistertango.

These are just two of the few options available for non-residents of Europe. They both require KYC screening.

You can try to buy at Coinmama but I’m sure they have strict verification and KYC checks to stop fraudsters on their tracks. If you are the true card owner, then this shouldn’t be an issue.

The rates might not be good for credit card transactions because of the higher risk of fraud and reversibility.

There is another service offered by Simplex but I forgot which exact site offers it.

USD 120,000 locked in a shady exchange. This is why fraud and scams thrive and grow on this planet. People like you inject all those funds in exchanges managed by fraudsters. I'm perfect happy with labeling them fraudsters and won't retract it. An exchange which prevents their users from accessing their assets unencumbered and freely is a fraudulent exchange. If they have regulatory concerns and if they are justified, then they should return monies and coins to the account owner and close their accounts. Locking their assets is fraud. And frauds are perpetrated by scammers.

I cannot understand how you can go to bed peacefully with $120k stored in a wallet whose private keys you do not know and control. That's an enormous amount of money. I just don't know what to think when I read all these scam stories about blocked and locked millions.

When I have incoming transactions with low fees, what I do is forward them to another address with an unusually high fee, sometimes five or more times the recommended fee shown on https://bitcoinfees.21.co

Doing this encourages a miner to confirm it (and the preceding unconfirmed transaction with the very low fee as well).

I don't like waiting for a transaction to confirm for days. It's worrying and nerve racking at a time when bitcoin prices are soaring.

I used to push transactions with Viabuy's accelerator but it's a hit and miss race when the network is congested. The first few seconds of the hour is the small time window to push the transaction.

It may not be easy to move coins to/from wallets but it's definitely safer and worth the effort and time. The kind of dilemma you are facing at the moment is the situation which can happen anytime which is why I suggested storing coins in an offline wallet and only migrating them to an exchange when you need to trade.

So now bitcoin's value is soaring again and you can't use that platform. Your coins are locked and you can't make any gainful trades while they take their sweet time verifying your account and responding to the many unanswered tickets.
