In regards to selling or holding, I guess people from India have no choice, if it is illegal then they should abode, not unless you'll try to hide or get jailed if you got caught. It's good to know that there are politicians that are positive in regards to crypto currency and that are supportive of innovative ideas. Is fee less possible? I don't think so. Miners will have to get their rewards. I think a very cheap transaction fee would be possible and this might attract investors.
