Tracking wallet won't allow you to spend funds. To send funds to an exchange you can turn your wallet in lite mode Settings - Connection, select last option - remote daemon. Enter one of the nodes people published here.

And it's still SYNCHRONIZING (whole day passed, it's only 37k of 179k!).

Use remote node (in settings) and you won't have to wait for synchronization.
